초록
In order to settle the cadastral system by adjusting cadastral non?coincidences, the present study selected five districts in the Busan Metropolitan City and examined the causes of cadastral non?coincidences, problems in projects executed at non?coincident districts, and how to adjust cadastral non?coincidences. In addition, to promote the construction of the National Geographical Information System (NGIS) in preparation for the age of information, we studied the use of basic databases related to cadastral information for the linkage of the cadastral information system to NGIS.
First, as for how to adjust cadastral non?coincidences, first, cadastral non?coincidences were caused not just by a problem but by the composite effect of multiple problems. In addition, problems in executing projects to resolve non?coincidences include not only monetary issues such as adjustment amount but also various other issues related to each stage of execution because the progress of the projects is different from district to district. Thus problems related to non?coincidences are not solved by one method but they should be approached comprehensively by integrating several solutions.
Thus, this study approached the adjustment of non?coincidences largely in three ways – the adjustment of cadastral non?coincidences, settlement resulting from the adjustment, and the improvement of cadastre?related systems – and suggested several methods for each approach. As mentioned earlier, problems cannot be solved with just one method, but these methods should be applied together to enhance the rationality of non?coincidence adjustment projects.
Second, for the powerful promotion of NGIS in preparation for the age of information, this study proposed the method of linking basic databases related to cadastral information to KLIS, the method of using the databases in 3?dimensional cadastral survey, and the method of using cadastral data of adjusted non?coincidences jointly with other data. This study analyzed combination with other data for the use of adjusted cadastral data using actual cases, but could not implement linkage to KLIS and 3?dimensional cadastral survey because of limitations in system access, equipment such as plotting instrument for data extraction and production using aerial photographs.
Thus, there should be continuous research for implementing 3?dimentional cadastres using instruments, examining the accuracy of extracted data through comparison with actual survey data, and utilizing cadastral data in the future.
