초록
This study examines the feasibility of incorporating urban logistics into Korea’s urban planning system by focusing on the linkage between the Urban Master Plan and the District Unit Plan. As e-commerce and last-mile delivery continue to expand, urban logistics increasingly shapes everyday urban space through loading and unloading, curbside stopping, storage, and conflicts involving service routes. Yet in Korea, urban logistics has not been adequately institutionalized as an independent planning agenda and remains largely treated as a sub-issue of transportation, industry, or distribution.
This study adopts a qualitative institutional analysis and a document-based planning analysis grounded in legal and policy documents, planning guidelines, and relevant literature. The analysis is organized around five dimensions: visibility, conceptualization, spatialization, operability, and linkage. The findings indicate that the current planning system provides sufficient legal and institutional room to address urban logistics, but lacks effective mechanisms for translating that potential into explicit planning items and actionable spatial standards.
The Urban Master Plan has strategic potential but remains largely declarative, whereas the District Unit Plan has stronger spatial applicability but lacks standardized design and review criteria. The study concludes that urban logistics should be recognized as an urban infrastructure function and institutionalized through a linked framework that connects master planning, district-level planning, and development review.
