This study explored the relationship between expenditure decentralization and economic development, taking into consideration the moderating effect of the property tax-based revenue-sharing in Seoul metropolitan districts (SMD). We construct the models composed of discretionary spending as an independent variable, shared revenues as a moderator variable, and Gross Regional Domestic Product (GRDP) and Location Quotient (LQ) as dependent variables. The results show that the ratio of discretionary spending and shared revenues have positive associations with regional economic development.

Additionally, shared revenues strengthen the effect of discretionary spending on regional economic development. Shared revenues allows the SMDs to expand the scale of discretionary spending as well as to invest more funds to adopt economic development programs. In doing so, the SMDs expect to improve their economic development. These findings benefit scholars who make a theoretical background for policy tools to maximize fiscal decentralization effects as well as practitioners who want to implement effective economic development programs.
