The enactment of Special Act on the Promotion and Support of Urban Regeneration has promoted efforts to supplement problems in the old redevelopment and reconstruction projects, expanding and pushing forward urban regeneration projects. Proposing tax increment financing(TIF) as a means of financing for such urban regeneration projects, this study set out to analyze the applicability of the TIF system and the effects of financing in the housing redevelopment and maintenance project lots in Section 12 of Hongeun in which property values would make huge increments after redevelopment projects.
Based on literature study and previous studies, the investigator examined the concepts and theories of urban regeneration and TIF and reviewed previous cases in the U.S.A. Trying to figure out whether its introduction would have positive effects on urban regeneration projects in the nation like the American case, the study analyzed TIF simulation outcomes based on actual data in areas where redevelopment had been completed.
In the study, simulations covered the TIF system including property taxes, which were a common source of financing in the U.S.A., and acquisition taxes, which accounted for the biggest proportion in the total collection of local taxes in South Korea, to see how much TIF would support infrastructure costs, one of the main causes behind the slow progress of urban regeneration projects, and further what kind of effect it would have on such projects. The results show that there was a tax revenue increase in possession taxes up to 104% of infrastructure costs. When acquisition taxes were included, it went up to 227% of infrastructure costs.
Even when only 50% of tax revenue increases were used for TIF according to market situations, they would be enough to cover all of infrastructure costs. When property tax increases were used to cover infrastructure costs to be paid by the association, sales prices would drop by 4.2%. TIF should be operated for 29 years when property tax increased are used to cover infrastructure costs. When acquisition tax increases are increased, it should be operated for nine years to support all of infrastructure costs.
Finally, the present study found that TIF based only on property tax increases would cover all of infrastructure costs, but the effects of financing would be lowered in cases of dropping housing prices or rising interest rates. In TIF in which financing is based on the security of tax revenue increases in the future, the variables of dropping housing prices and rising interest rates will cause a financial burden to the local government that fails to secure tax revenue increases at an expected level. When these analysis results are put together, it is clear that TIF promotes the vitalization of urban regeneration projects by reducing a burden on project operators.
If TIF is managed to cover infrastructure costs, it will also induce a drop in sales prices and contribute to the stabilization of housing prices for which the government is working in various aspects. It is needed to estimate costs to be supported by the local government and assume the shortest span of TIF management accordingly so that risks associated with long-term management will be reduced. It is also necessary not to issue bonds unreasonably by taking into consideration the possibilities of dropping housing prices and rising interest rates.
