도시계획에서 지속가능성의 필요성에 대한 인식과 적용현실에 관한 연구

도시계획에서 지속가능성의 제도적 적용 현실을 분석했다.

지구온난화와 저출산 고령화, IT의 급격한 발달로 인한 국제적 통합화 등으로 인류역사상 한 번도 겪어 보지 못한 위기들이 동시적으로 다가 오고 있다. 국가와 기업 개인들은 이러한 위기 상황을 체감하면서도 당장의 현실적인 필요 때문에 위기를 제대로 대처하지 못하고 있다. 이러한 현실적인 상황으로 우리가 맞이할 우리의 미래는 물론 우리의 자손들이 살아가야할 생존기반인 사회적 경제적 환경적인 자원이나 여건이 엄청난 위기를 맞이할 것이다. 지구와 인류의 지속가능성에 대한 위기이다. 도시계획은 그 특성상 지속가능성에 큰 영향을 미치는 행정작용이다. 지속가능성에 관한 법이 국내법으로 제정이 되었고, 국토계획 관련 법령에서 이념적으로 규정을 하고는 있지만 형식적이고 선언적인 의미에 불과한 현실이다. 본 연구는 지속가능성의 개념과 국토관련법규에서 지속가능성에 관한 규정을 검토하여 제도적인 현실을 살펴본다. 그리고 설문조사를 통해 도시계획에서 지속가능성의 필요성에 대한 인식과 적용현실에 대하여 분석하고, 그 필요성과 적용현실의 차이에 대한 원인과 대안을 전문가의 인터뷰를 통해 분석한다. 결론으로서 지속가능성이 인류의 위기를 극복하는 이념이며, 미래세대의 생존기반에 대한 국가적 과제임을 확인하고, 도시계획적 실천방안으로 법적 제도적 보완책, 국가와 지방자치단체의 의지, 도시계획가의 역할, 국민의 의식에 관하여 검토한다.

Due to global warming, low fertility aging, and global integration through raid development of IT, unprecedented crises are approaching all at once. However, on account of the urgent actual necessities, nations and individual businesses do not cope with these crises properly while they are feeling the state of crisis. In this realistic situation, social, economical and environmental resources and conditions, which is the basis of survival on which our descendants will live as well as our future will be in a huge crisis. It is the crisis of sustainability of the earth and human beings. Urban planning is an administrative action having a big impact on sustaiability, due to its nature.

Though the law on sustainability has been established as domestic law and provided ideologically in the law related to land plan, it has just cursory and proclamatory meaning. This study intends to examine the concept of sustainability and regulations on sustainability in the law related to land plan and review its institutional reality. Then, conducting a survey, I analyze the awareness about necessity of sustainability in urban planning and practical application. In addition, causes of differences between its necessity and the practical applications and the alternatives are analized through interviews with experts.

In conclusion, I find out that sustainability is an ideology to overcome human crisis and national task for survival basis of future generation and review legal and institutional policy of supplementation, will of national and local governments, roles of urban planners, and national awareness, as action plans of urban planning.
