모바일도시정보체계를 이용한 지적재조사에 관한 연구

모바일 도시정보체계를 활용한 지적재조사와 통일 후 지적제도 통합을 연구했다.

현재의 지적도는 1910년 토지조사사업에 의하여 실제 토지필지를 1/1,200으로 축소하여 도면에 등록한 도해지적으로 정확도가 낮은 지적체계로써 토지관리에 많은 문제점을 가져다주고 있으며 이는 지적의 불부합으로 이어져 개인의 재산권 행사에 어려움을 초래하고 있다. 이러한 사항들은 토지의 이용 가치가 날로 상승하는 현시점에서 도해도면의 정확성이 부족함으로써 민원의 근본 대상이 되고 있다. 이러한 문제점을 해결하기 위해서는 근본적인 체계를 전환하는 지적재조사사업이 가장 바람직하다. 또한 본 논문은 남북한이 통일 이후 지적제도의 통합에 대해 방안을 제시하고자 한다. 북한 토지제도는 소유권 회복과 국유화된 소유제도 개편 등 많은 문제들이 예상된다. 따라서 본 연구는 통일 후 북한지역 지적재조사에서 일어날 수 있는 위험요소를 사전에 방지하기 위한 방안을 강구하고 북한 지역에 적용할 지적재조사의 추진 방향을 설정하고 나아가 남·북한 지적 제도 통합에 따른 법·제도적, 기술적 비젼을 제시하였다. 본 논문에서는 우리나라의 지적재조사사업의 문제점을 도출하여 추진상의 개선방안에 대해 검토하였으며, 지적측량에 있어서 Tablet PC를 활용한 새로운 작업방법을 제시하였으며, 나아가 통일시 우리나라와 북한의 지적제도의 통합사업이 실시될 경우 기본 통합방안에 대해 제안하였다.

연구결과 지적재조사의 측량방법에 있어서 작업공정 및 오류유형 분석결과를 바탕으로Tablet PC를 활용하여 측량을 실시한 결과 제도오차, 신축오차 등의 기술적인 오차와 측량을 할 때마다 측량사에 따른 개인오차를 제거하여 정확도를 향상할 수 있다는 가능성을 확인할 수 있었으며, 새로운 작업공정은 스캔 및 벡터라이징과정을 소거할 수 있으므로, 이에 소요되는 시간 및 경비를 줄 일 수 있을 것으로 사료된다. 또한 통일을 대비한 남북한의 지적통합을 위해서는 기본방향을 설정하고 특별법을 제정하여 각 단위조직이 책임과 의무를 명백히 하고, 재정적 지원 또한 법적으로 지원될 수 있도록 하여야 할 것으로 사료된다. 또한 지적재조사를 위한 전담기구와 전문 인력양성이 필요하며, 시범사업을 통한 시행오차에 대한 대비와 계획단계별 사업이 이루어져야 할 것으로 사료된다. 이상의 결론을 통해 지적재조사사업의 새로운 추진방향에 대한 의견을 제시해 보았으며, 지적측량자료의 효과적인 취득을 위하여 새로운 작업공정인 Table PC를 활용한 측량방법을 고려해보았다. 또한 본 논문의 신기술 연구를 통한 지적제도의 불부합 및 문제점을 제시함으로써 앞으로 남북한의 지적제도 통합에 따른 방안을 고려해보았다. 하지만 앞으로 시행되어야 할 범국가적인 사업인 지적재조사 사업의 성공적인 수행을 위해서는 더욱더 많은 연구가 필요할 것으로 사료된다.

The present cadastre is a diagrammed one made by the land-survey in 1910. The real land was diminished in the ratio of 1 to 1,200 and it was registered on the drawing. It is the cadastral system that has a very low accuracy. So it causes many problems to the management of land. It also results in cadastral discord and brings many difficulties in the use of right of property. Because of the lack of accuracy on the map of land-register, these are the basic causes of public hatred nowadays when the value of land has been growing. To solve these problems, the cadastral re-investigation to change the basic system is the most desirable.

And this treatise will suggest a way for the integration of cadastral systems after the reunification of South Korea and North Korea. The land system of North Korea will have many problems such as the recovery of land ownership and the change of nationalized ownership system. Therefore this research focused on three points. First, it searched for the device to prevent the dangers that can result from the cadastral re-investigation in North Korea after the reunification of Korea. Second, it arranged the direction of the cadastral re-investigation in North Korea. Third, it offered a systematic and technical vision after the integration of the cadastral systems of South Korea and North Korea.

This treatise researched for the problems of the cadastral re-investigation of Korea and examined the scheme for the improvement in its performance. It offered a new work method using Tablet PC in cadastral measurement and a basic scheme for the integration of the cadastral systems after reunification of Korea. As a result of the measuring by Tablet PC based on a work procedure and a analysis of the types of errors in the way of measurement, I found the possibility to improve the accuracy after removing technical errors like design errors and construction errors and errors by surveyors in land measurement.

It is believed that the time and expenses can be decreased because the new work process can remove the scan procedure and the vectorlizing procedure. For the cadastral integration of South Korea and North Korea after the reunification, we should set up the basic direction, clarify the responsibility and duty of each organization with the enactment of special laws, and support the integration legally and economically. It is believed that we must establish the special organization, train specialists, prepare for trial and error through the sample project, and proceed step by step. In conclusion, this treatise offered an opinion for a new performing direction of the cadastral re-investigation.

It considered the measurement method using Tablet PC for the efficient achievement of cadastral measurement data. And it treated a scheme for the integration of cadastral systems in South Korea and North Korea through offering of the discord and problems of cadastral system and through the research of new technology. But It is believed that we need much more studies for the successful performance of the national cadastral re-investigation.
