환경보전을 위한 토지이용규제제도의 유형과 정책을 연구했다.

In dealing with environmental problems, the Korean government utilizes four types of policy measures, including administrative regulation, economic incentives, government expenditure and judicial sanctions. Among them, this study focuses on land use regulation for environmental preservation, which may be included in the category of administrative regulations. Land use regulation for environmental preservation can be classified by two types. Ole is land use control by the laws concerning land use issues. The other is environmental regulation by the laws concerning environmental preservation issues.

In each designated area, district or Bone, certain activities for land use and development are restricted, and specified activities causing for environmental pollutions within these zones are prohibited as well. Policy recommendations for improving the regulation system for environmental preservation are as follows: Firstly, it is necessary to adopt the ESSD conception in laws oncoming land use, and thus to harmonize development and preservation. Secondly, it is recommended to hand over administrative power on land use regulation to the local governments, which will enhance the efficiency of policy implementation and pomote the local autonomy.

Thirdly it is desirable to transfer environmental regulation policy from land use regulation tools to non-land use regulation methods, which include administrative guidance or inspection for discharge facilities installation of pollution control facilities and tight supervision on operating such facilities. Policy recommendations in relation operating the system are as follows: Firstly administrative capacity of the local governments which are practically undertaking environment.

Secondly local governors' propensity for development which have been appearing conspicuously since the direct election of them should be checked by enhancing public awareness of environmental preservation in each localities. Thirdly both the central and local governments should increase investment in the basic environmental facilities that are now in very poor conditions.
