This study is to derive the planning factors and importance necessary for the planning of the new town so that the new town can grow as a self-sufficient city by minimizing the side effects of the heterogeneity of the physical environment between land uses when planning the self-sufficient land to secure the self-sufficiency of the new town in the metropolitan area, and to suggest the direction of creating a sustainable new town with self-sufficiency.

Accordingly, case analysis and questionnaire analysis were conducted as research methods, and case analysis analyzed the development direction of self-sufficient land and the status of self-sufficient land in 4 domestic and 4 foreign countries to derive measures to improve self-sufficient land.

In addition, after deriving the planning factors of the self-sufficient land, the survey analysis analyzed the differences in the perception of each group of the self-sufficient land through the analysis of the self-sufficient land's planning factors, and the importance and ranking of the self-sufficient land through the analysis of the new self-sufficient land's planning factors to evaluate the applicability of the self-sufficient land planning factors in five new towns.

Based on the results of this study, when planning self-sufficient land in a new town in the future, I would like to suggest the following improvement measures to activate the application of self-sufficient land planning factors. First, it is necessary to establish a systematic and specific utilization plan for self-sufficient land. Second, it is necessary to establish a plan centered on real users, such as a preliminary survey on the transfer and start-up demand of companies. Third, a standard for the permissible use of self-sufficient land considering the conditions of the area around the new town is needed.

Fourth, self-sufficient land should be a base for regional growth, such as improving the quality of jobs in the region. Fifth, it is necessary to create a cluster in which industry, academia, and research can be linked in self-sufficient land. Sixth, it is necessary to prepare a plan specializing in self-sufficient land for each new town to secure self-sufficiency. Seventh, it is necessary to improve the land supply system for companies with high employment and industry-related effects. Eighth, it is necessary for local governments to actively participate in projects and expand support. Ninth, the leading role of the competent local government is required to revitalize self-sufficient land.

Tenth, it is necessary to form a flexible and open relationship, such as building a community with real-demand companies. This study targeted the third new town, which has completed the district plan approval by the end of 2022 and is now starting construction, so it was not possible to understand the land supply status of self-sufficient land and the occupancy rate of companies, so the empirical impact of this study could not be considered. In addition, it can be said that the spatial scope of the study is limited in that it only targets new cities in the metropolitan area. Therefore, the conduct of research including these areas remains a task in the future.
