都市再開發事業의 改善方案에 관한 硏究 : 住民參與를 中心으로

The urban re-development is total technique which is sufficient to the structure or capacity of urban that is changing with times and the demand of new municipal; services. That is, it is to improve currently the constitution of some unsuitable urban part and senile decayed urban area. So it means that it makes better circumstances and city life, in addition to, and to establish an efficiently urban function. However, as far as urban re-development is concerned, 'participation' term in connection with course of administration is used like a phrase in vogue recently.

But recently throughout all of these ; used in the field of projection, circumstances, consumers, and local self-government of administrations, direct participation of citizens about these administrations is demanded strongly, so the problem of participation started to take notice of. Also, systematically the government prescribes people's participations in order to receiving the people's opinions and to reflect them in the law of urban re-development. In our country the people's participation is not only low but also instable about the system of device and the method of people's participation is different from each other according to traits of areas.

Therefore, we have hard situation of talking about regular participation of peoples. Hence, the peoples' initiative is more efficient than the public office's initiative in urban re-development, we need to establish democratically the way of peoples. There is no participation without endurance and trying both administration and peoples, we'll never achieve the efficiency. In these opinions our present condition about people's participation contains many problems through the direct or indirect participation ways. For solving these problems and securiting the people's right furthermore, and for the co-operating participation with public government.

First, we'll try to notice of people's self-consciousness. First, we must to try to notice of people's self-consciousness. Second, many people, if possible, would be secured in decision of policy on the structure of administration. Third, the administrators (public officers) try to set up the valuation which based on not authoritism, familism, formalism but democratism, companion-ship. If we'll do the mentioned above, the exemption from responsibility and formality in initiative of public officers will take effect on people's participations.

Through this, immune, formal peoples' participation of government-centered will be secured, and the realization of democracy along with rationality of policy will also be established. Therefore, the ultimate purpose of urban re-development is only for people, so the urban re-development without people's opinion infringe the publicity and public benefit. For that reason, it must carried into effect preferentially for the regional peoples' welfare.
