도시기본계획의 환경성 강화를 위한 전략환경평가 적용을 연구했다.

This study is to identify the planning problems by analyzing the environmental aspects of the urban comprehensive plan and develop an assessment methodology and technique to solve the identified problems for ensuring the environmental-friendly urban comprehensive plan by applying Strategic Environmental Assessment. Ten cases of the urban comprehensive plan are analyzed to identify the environmental planning state of the urban comprehensive planning process and the results are listed in below.

First, the review and contemplation of the upper- and lower-level planning on an environmental aspect is barely carried out in the decision process of the planning objective and index and the detailed implementation planning of the plan implementation strategy and the sectorial planning have little interrelatedness. Second, there is a little consideration on the selection and evaluation of the alternatives of the conservation axis in the urban spatial structure and land use planning process. The analysis of the pros and cons of the alternatives of the urban spatial structure in the environmental aspect is barely carried out.

The naturalness index such as the ecological naturalness map is little used to classify the conservation area of the land use planning and each city uses a different criteria to classify the conservation area. Third, the sectorial planning shows little consideration on the environmental destruction and its effect caused by urban expansion and is short of the environmental conservation and management policy. To solve the identified problems of the urban comprehensive plan on the environmental aspect, this study analyze/compare the guideline consolidation of the urban comprehensive plan and the implementation of SEA develope an assessment methodology to apply SEA effectively.

The results are as follows: First, the section of the urban planning objective and the plan implementation strategy suggests the environmental assessment methodology and criteria to evaluate the interrelatedness of the urban planning with the upper-level plan and the other related plan, the consistency of the plan implementation strategies, the selection of the environmental features. Second, the section of urban planning concept and land use planning selects and introduces the assessment features and methodologies for the environmental assessment of the urban spatial structure.

The land use planning section suggests the features and criteria of zoning district and natural environment to be considered in the classification of the conservation area. Third, the section of the sectorial planning suggests the scheme to ensure the consistency and interrelatedness between the plan implementation strategy and the comprehensive implementation Plan and the site criteria of the comprehensive implementation plan in the environmental aspect.

The urban comprehensive plan of Po-Cheon City is selected as a case study for an implementation and evaluation of SEA to analyze the effectiveness and applicability of SEA methodologies prepared for the processes of urban comprehensive planning. Compared to the traditional EIA review, the suggested SEA of this study shows the following effectiveness of the urban comprehensive planning. First, the direct support of a decision making process through the alternative comparison of each urban planning process. Second, it is possible the qualitative assessment of the consistency and interrelatedness of the urban plan objective, the comprehensive implementation strategy and plan.

Third, it is also possible an appropriate evaluation considering the planning process characteristics of urban comprehensive plan, urban management plan, and district unit plan. Fourth, the implementation of diverse measurements is possible to consider the environmental aspect. Fifth, the environmental protection and management is accomplished as a pre-prevent measurement. The results of this study is expected to contribute to evaluate the urban policy and plan in the aspect of sustainability and to attain the environmental-friendly urban comprehensive plan through the prior review of the urban implementation strategy and plan expecting to cause negative environmental effects.

우리나라는 환경을 고려치 않은 무계획적인 개발로 국토환경이 훼손되고 도시생활의 쾌적성이 저하되는 등 삶의 질이 악화되었으며 이러한 환경문제는 도시문제로 확대되었다. 도시환경문제를 사전에 예방하기 위해서는 공간적 차원에서의 접근이 필요하게 되었으며, 도시공간에 대한 장기적인 정책과 계획을 수립하는 도시기본계획이 환경문제를 해결할 수 있는 대안으로 부각되었다. 본 연구는 도시기본계획에 전략환경평가를 적용하여 환경성을 확보하기 위한 것으로, 우리나라 도시기본계획에 대한 환경부문 수립실태를 분석하여 문제점을 도출하고, 전략환경평가를 통해 이러한 문제점을 해결하기 위한 평가기법과 방법을 개발하고자 하였다. 이를 위해서 본 연구에서는 10곳의 도시를 사례로 도시기본계획 수립 단계별로 환경부문 수립실태 분석을 하였으며, 그 결과는 다음과 같다. 첫째, 계획의 목표와 지표설정 단계에서는 환경에 대한 상위 및 하위계획에 대한 검토와 반영이 거의 이루어지고 있지 않으며, 도시목표를 수립하기 위한 추진전략이 명확하지 않고, 추진전략과 부문별 계획에서의 세부 실천계획이 연계성이 떨어진다. 둘째, 도시공간구조와 토지이용계획 단계에서는 개발축에 대응하는 보전축에 대한 대안의 선정과 평가가 부족하며, 도시공간구조 대안에 대한 환경적 측면에서의 장·단점 분석이 이루어지지 않고 있다.

토지이용계획에서는 보전용지 설정에서 생태자연도 등의 자연생태 지표의 적용이 부족하며, 도시별로 보전용지의 선정기준이 상이하게 나타났다. 셋째, 부문별 계획에서는 도시의 확장 등으로 인한 자연환경 훼손과 그 영향에 대한 계획이 미흡하고 환경보전 및 관리부문에서 정책적 내용이 부족하다. 도시기본계획의 환경부문 수립실태에서 제시한 문제점을 해결하기 위한 방안으로 도시기본계획의 수립지침의 강화와 전략환경평가의 적용 등을 비교·평가하고, 전략환경평가의 효율적 적용을 위해 평가기법과 방식을 개발하였다. 그 내용은 아래와 같다. 첫째, 도시목표와 추진전략에서는 상위 및 관련계획과의 부합성 평가, 추진전략 상호간의 정합성 평가, 환경평가 항목의 선정과 추진전략의 환경평가를 위한 방법과 기준을 제시하였다. 둘째, 도시기본구상과 토지이용계획 단계에서는 도시공간구조에 대한 환경성 평가를 위한 평가항목을 선정하고 평가기법을 소개하였다. 토지이용계획에서는 보전지역의 선정 시 고려하여야 할 용도지역과 자연환경요소 등을 마련하고 평가기준을 선정하였다. 셋째, 부문별 계획에서는 추진전략과 세부 실천계획의 일관성과 연계성을 확보하는 방안과 개발계획과 관련된 세부 실천계획에 대한 환경적 입지 기준을 마련하였다.

도시기본계획 수립단계 별로 마련한 전략환경평가 기법의 실효성과 적용가능성을 분석하기 위하여 포천시 도시기본계획을 사례대상지로 선정하여 전략환경평가를 적용·평가하였다. 그 결과, 포천시 도시기본계획의 추진전략은 일부 상위 및 관련계획과 부합되지 않은 것으로 나타났으며, 추진전략 상호간에도 상충되는 내용이 나타났다. 포천시에 전략환경평가를 적용한 결과를 토대로 환경적 측면에서 부정적 영향이 예상되는 추진전략에 대하여 내용의 수정과 입지 대안의 변경, 환경저감을 위한 계획 등을 제시하였다. 도시기본계획에 본 연구의 전략환경평가를 적용할 경우 기존의 환경성 검토와 비교할 때 결론적으로 아래와 같은 효과가 있다. 첫째, 도시기본계획 수립단계 별로 대안평가를 통해 의사결정에 직접적인 지원할 수 있다. 둘째, 도시의 목표설정과 추진전략, 세부 실천계획에 대한 일관성과 연계성에 관한 정성적 평가가 가능하다. 셋째, 도시기본계획과 도시관리계획, 지구단위계획으로 이어지는 계획체계에 대하여 단계별 특성에 맞
