산업형 제2종지구단위계획 개선방향 및 운영실태 연구

산업형 제2종 지구단위계획의 운영 실태와 개선 방향을 분석했다.

This study was undertaken under the assumption that the evaluation of the overall analysis of systematic management of the characteristics of local regions and the purpose of introducing 2nd District Unit Plan focused on the Industrial type has not been reflected upon. The objective of this study was firstly to examine relevant theories and researches on District Unit Plan focused and analysis of current operation, secondly, to inquire into the concept, contents and issues of the 2nd District Unit Plan focused scheme, and finally to propose a method which will improve it.

In order to discover the causes as to the inactivation of 2nd District Unit Plan focused and the current status, contents and concept of it through previously undertaken studies, relevant schemes, issues with settings, operation and guide were categorized to be looked at. Also as a next step, in order to bring out the issues with guide, issues with relevant lawful systems, relationship with top plans, non-harmony with relevant business schemes, non-differentiation from first class guide and regions being looked at and finally, ways which will improve them have been suggested.

As a result of the investigation, the need for the introduction of a prior examination, unification of ideas through joint deliberation for complex consultation and review process and partial transfer of the authority of decision makers to the local government have become apparent as the feasibility of the business were not able to be determined in the basic research.

This can be interpreted as having the need for efficient operation of the 2nd District Unit Plan focused scheme so as to increase the activation of the guide with flexibility, having considered the number of demand for industfial estate, economy scale of local regions and the fact that the majority of 2nd District Unit Plan focused on the Industrial type is governed by the importance of individual factories. The contents describes points to the possibility of explaining with respect to the jecheon wangam 2nd industrial estate case. Therefore this study has concluded that, in order to assist the settlement and proper operation of the 2nd District Unit Plan focused on the Industrial type scheme, not only improvements to various associating issues are required but also the expansion of city development posts within the administration department is required along with consistent service and possessing specialized knowledge through education to render specialized service by the associates. 본 연구의 시작은 산업형 제2종지구단위계획제도가 본래의 도입목적에 따라 지역의 특성을 반영하고 체계적이고 계획적인 관리를 도모하는지에 대한 종합적인 분석과 이에 따른 평가가 제대로 이루어지지 못하고 있다는 가정에서 출발한다. 본 연구의 목적은 첫째, 지구단위계획 관련이론과 선행연구 검토, 제도운영의 실태분석, 둘째, 제2종지구단위계획 제도의 개념과 내용, 문제점을 파악하고, 나아가 개선방안을 제시하는데 있다.

선행연구를 통해 제2종지구단위계획의 개념 및 내용과 지정현황, 그리고 제2종지구단위계획이 활성화되지 못한 원인을 알아보기 위해 관련제도와의 관계설정 문제와 운영상의 문제, 그리고 지침상의 문제점으로 구분하여 파악하였고, 지침상의 문제점 도출을 위해 관련법체계상의 문제, 상위계획과의 관계문제, 관련사업제도와의 부조화 문제, 제1종지침과의 차별성 문제점, 대상지역에 관한 문제점을 파악해보고, 그에 개선방향을 살펴보았다. 그 결과 첫째, 운영상의 부분에서는 기초조사에서 사업가능여부를 판단하기 어려우므로 사전심사의 절차의 도입의 필요성, 둘째, 복잡한 협의 및 심의절차에서는 공동심의를 통한 일원화의 필요성, 셋째, 결정권자의 권한 일부를 계획내용에 따라 지자체에 이양시킬 필요성이 있는 것으로 나타났다. 이는 곧 산업형 제2종지구단위계획은 대부분이 개별공장의 입지에 따라 지정되고 있다는 점과 지방도시의 경제규모, 산업용지의 수요 등을 고려할 때 지침이 탄력적으로 적용될 수 있는 방안을 마련하여 좀 더 활성화될 수 있도록 제2종지구단위계획의 제도가 효율적으로 운영되도록 할 필요성이 있는 것으로 해석된다. 상술한 내용은 제천 왕암제2산업단지의 사례로서 설명이 가능한 것으로 보인다. 제천 왕암제2산업단지의 지정여건은 연접해 있는 바이오밸리와 상호성을 보았을 때 경관계획이 심의 우려되는 부분이 있다.

지역의 특성상 바이오밸리공장단지의 형태를 갖추고 있으므로 현 계획과는 약간 어긋나는 바 한방산업단지의 입지를 현 지역(덕산면, 수산면 약초재배가 활성화된 곳)과 관련된 곳으로 정하였으면 더욱 더 활성화 될 수 있었을 듯 하다. 따라서 본 연구의 전반적인 결론은 산업형 제2종지구단위계획의 제도의 올바른 정착을 위해서는 문제점의 개선뿐만 아니라, 행정 담당부서에 도시계획직을 확대하거나 담당자들의 근무연속성, 전문지식ㆍ교육을 통해 업무의 전문성을 고찰함으로 제2종지구단위계획 제도가 효율적으로 운영되도록 하여야 한다는 것이다.
