The development of satellite-based positioning technologies based on a global navigation satellite system(GNSS) has increased the utilization of satellite survey-based precise position technologies across various fields including numerical maps, navigation, and geophysics.
The field of cadastral survey is no exception. It is witnessing active researches conducted to improve the precision of results by applying GNSS satellite survey. There is a national policy project going on, and its goal is to transform all the cadastral records into the World Geodetic System by 2020. The Project of World Geodetic System Transformation will transform the cadastral survey results of geographic features based on the old local ellipsoid(Tokyo Datum) including location and distance into the results based on GNSS-based global ellipsoid(World Geodetic System).
With the project going on in the field of cadastral survey, many researches were done on the reliability and efficiency of results according to the transformation methods. Commissioned to carry out cadastral survey works by the government, the Korea Land And Geospatial Informatix Corporation is working on the transformation based on the findings of concerned studies. There are four major methods used in World Geodetic System transformation, and they are Helmert transformation based on common control points, adjustment of mean deviation, linear transformation, and coordinate recalculation. Of them, Helmert coordinate transformation is used most commonly at the Corporation.
It transforms coordinates by selecting common control points in surrounding areas of the target area and using calculated transformation coefficients. There are, however, no selection criteria of common control points in the Helmert transformation method used by the Corporation, which means that different individuals have different transformation coefficients and fail to generate the only final results. Not only does it damage public confidence, which is the purport of Project of World Geodetic System Transformation, but it also poses the risk of potential disputes due to the recent rise of land prices.
The cadastral field is currently discussing the expanded application of coordinate recalculation as an alternative to compensate for the limitations of Helmert transformation. Coordinate recalculation calculates the observed angles and distance obtained from the reference points with a mathematical model to generate transformation results. Coordinate recalculation uses the observed angles and distance at the time of lot boundary point registration to recalculate the World Geodetic System coordinates of the target area. Since it produces transformation coordinates based on the old cadastral survey results, different individual can generate the only results unlike Helmert transformation.
Coordinate recalculation, however, lacks in efficiency analysis across large areas as accuracy analysis has been restricted to some small areas. There is no established job process to consider for its expanded application, either. This study thus analyzed the accuracy of coordinate recalculation and established a job process for its expanded application in four districts of large unit boundary point coordinate registration in Anyang and Uiwang.
For accuracy analysis, the investigator performed World Geodetic System transformations in coordinate recalculation and Helmert transformation in the districts, assumed the RTK observed values used to test the transformation results at concerned authorities as true values, and compared and analyzed errors in each transformation result. The analysis results show that accuracy of coordinate recalculation was average 0.034m in x, average 0.032m in y within error tolerance 0.07m. And the differences were insignificant between coordinate recalculation and Helmert transformation.
In addition, all the aspects that were considered to produce transformation results based on coordinate recalculation in the subject areas were established as a process to promote the expanded application of coordinate recalculation in the Project of World Geodetic System Transformation. Keywords: World Geodetic System, coordinate recalculation
