문화적 도시재생사업의 평가 및 개선방안에 관한 연구 : 창원시 창동예술촌 조성을 중심으로

창동예술촌 문화적 도시재생사업의 추진 현황과 성과를 평가하고 개선방안을 제시했다.

This study aims to evaluate the urban regeneration project at Changdong Art Village, in Masan Happo-gu, Changwon-city. This village is the Test-Bed region of the urban regeneration study, and it started in May, 2012. It attempted to investigate the current situation of the creation projects and compares the circulation of before - and - after projects at the Changdong Art Village. In addition, a questionnaire survey was conducted by extracting evaluation indicators of urban regeneration. An importance analysis was conducted by experts and officials, and a satisfaction analysis was conducted by merchants.

Also the urban regeneration project was evaluated with the scores of comprehensive evaluation. The study results are as follows: 63 of 182 buildings in the study target field were empty. In addition, the quality of street-scape was not good due to outdoor billboards, street furniture, electricity wires, and so on. As a result of comparing circulation of before - and - after creation of Chandong Art Village, however, the number of walking trips increased to 48% on weekdays and 59% on weekend, respectively. This demonstrates that a lot of people visited Chandong Art Village.

In addition, education for the reinforcement of local merchants’ capability was conducted and a variety of cultural events were held. Consequently, it led to a positive evaluation as expected at Changdong Art Village. As a result of conducting the questionnaire survey on experts and local merchants, historical and cultural facilities were contributed to improvement of sidewalk environment. It resulted in the influx of population and increase of new stores. However, resting places for merchants and visitors were not sufficient and these changes were not connected to the actual increase of income.

It was not easy to accept the merchants’ ideas or opinions, because they lacked in partnership and experience of urban regeneration projects. Consequently, the sustainable development project must be connected to temporary project. Output data obtained by monitoring of urban regeneration projects need to be database for consistent of them. It will contribute to the decision of the direction and goal for next urban regeneration projects.
