The New Town project and the Balance Development Promotion project organized by the city of Seoulhave been continued for 5 years. Unlike the New Town project which is about improving the residential environment, the Balance Development Promotion project is about materializing a multi-core city by scattering the city-centered function that is concentrated in Kangnam and in the downtown and eventually bring up the regional and the district centered function. The Balance Development Promotion project was initiated to solve the imbalanced regional development. It is considered that the imbalanced level between Kangnam and Kangbuk of Seoul was to extreme for a normal citizen to deal with.
Here, Kangnam does not refer to the south of Han River in geographical terms. It indicates the three specific districts, Kangnam-gu, Seocho-gu, and Songpa-gu, where the standard of living was relatively higher than the other districts. Respectively, Kangbuk refers to the rest of the 22 districts in Seoul other than those three. Such Balance Development Promotion project has chosen 5 districts as a model of the balance development promotion project in November 2003 and 3 districts were selected in the 2nd Balance Development Promotion project in December 2005. The development projects are being established or being operated.
This study analyzes the supporting background, judgment, purpose and the first established basic plan resolution for development. It also reflects whether the operation well-reflects the city space structuring plan and systematic improvement of a center that are demanded by the basic city plan of Seoul in 2020. Moreover, after the modifying the development project due to the demands of the districts and the residentss, the possibility of maintaining the commercial, operational, and cultural center functions of the first basic development plans has been examined and the floor space index was calculated and was compared to the density and area.
The basic development plans of the Balance Development Promotion project set a strategic goal and direction to realize a multi-core city in Seoul basic city plans in 2020. To make this into reality, the basic development project sold, installed business offices, and planned allure facilities considering the regional features by caculating the numbers. In the 2005 basic development plans, 41.8% of the entire region, which is 680,000 m2, were set as the basic facilities so traffic and an open space was alleviated and 32.4% of those districts except for Karibong district were chosen to have sufficient amount of commercial and operation centered functions.
In the Cheongryangri district, 72.8% of the associated area, that is 610,000m2 of construction buildings, was planned as a function to expand the employment basis and improve it as a core center. In the Mia district, 72.8% of the associated area, that is 1,080,000 m2, is planned to be filled with commerce, offices, culture, and hotels. The Hongje promotion district was planned for a strategic district improvement with85,000 m2 of commerce and business functions. 58%, which is 275,000 m2, of the associated area of the Hapjeong promotion district were assigned to become te core functions.
In the Karibong district, the entire area was planned for one city environment purifying district to build a cluster for the high-tech intellectual technology with a harmony of residentsand industry after improving the advanced industrial foundations. Moreover, for the continuous improvement of the cultural facilities, the incentives were as high as 4 times the normal rate of the floor space index if contributed acceptance is made. The mentioned basic development projects focused more on the core functions such as commerce, business, and culture rather than the residential functions to realize the Seoul city project in 2020.
After the demands of the districts and residents for the attainment of business related subjects, the development project was changed. In case of Mia, residential function was included as one f the subjects of the city environment purifying project and set a residential ratio. Under these circumstances after setting the residential ratio, 75.4%~83.5% of the necessary commercial facilities of 740,000m2~820,000m2 cannot be covered, bringing a lot of damage to the first district centered improvement. In addition, Hapjeong can also use 76.7%, 124,000 m2, of the estimated 160,000 m2.
There is an increase in the number of districts that demand a change into a purifying district motivated from the development of the neighboring district of which induces the voluntary development of the residents. In general commercial places like Hapjeong 4-gu, concerning the cases where business transactions can be made with the decreased floor space index and made the existence of an apartment feasible, it could be possible to maintain the core functions that its original development plan had in mind.
However, if the original plan is changed, it left a question of introducing a residential function within the range that it does not damage the assigned goals of the Balance Development Promotion project. Furthermore, in the project, there is no solution to activate the regional features or force a facility to enter into the district. Concerning these issues, more policies for improvement will have to be made. The appropriate solutions and processes of the Balance Development Promotion project can be observed after 5 years of operation and definitely induce an efficient development in the established urban areas, districts.
The Project was designed to preserve the core functions and cultural facilities in the most appropriate way after the reconstruction of the city itself and the basic facilities. If this Project is follows its original purposes, the future of Seoul will indeed become the goal of the basic city project and lead Seoul to become a multi-core city. 서울시에서 추진하고 있는 뉴타운 사업과 균형발전촉진지구 사업이 시행 5년을 경과하고 있다. 균형발전촉진지구 사
