한국 토지정보체계의 기술지향성 비판

한국 토지정보체계의 기술 편향을 비판하고 정책 지향적 업무목표를 제안한다.

한국의 지적정보체계에 있어서의 중점 업무목표들을 면밀히 조사해 본 결과, ‘기술’지향적인 목표설정이 현저히 치중해 있다는 사실을 확인하게 된다. 그런데 이렇게 행정부 내의 지적행정 담당기구의 업무목표가 기술지향적인 업무목표에 편향되어 있는 현상은, 자칫하면 지적관련분야 전반의 여타 부문에도 심각한 영향을 미칠 수가 있고, 심지어 이것이 ‘지적학’이라는 학문의 ‘정체성’ 자체를 위기에 빠지게 할 수 있는 요인이 된다. 그러나 ‘토지’를 행정ㆍ관리대상으로 하는 유일의 행정정보체계의 핵심요소 중의 하나인 지적정보체계의 업무목표는 그 성격상 ‘기술적’이기보다는 보다 ‘정책적’인 고려 하에서 접근되어야 한다. 왜냐 하면, 어떤 한 가지 ‘기술향상’의 목표는, 보다 상위의 목표라고 할 수 있는 ‘토지정보관리상의 정책적 방향’을 달성하기 위한 ‘수단’의 역할로 인식되어야 하기 때문이다. By the Investigation of goals in Cadastral Information System of Korea, we ascertained that the tendency of those to pursuit technology is prominent.

Increase of the number of technology-biased goals in 'Cadastral Department of Government' may influence on another aspects which related with that information system, even to cause the 'Crisis of Identity' of 'Cadastral Science' itself. As an unique PMIS(: Public Management Information System) on land, Cadastral Information System should be administered by 'politically oriented' goals basically. Any technology should be recognized as a 'means' to achieve 'political goals'.
